As we come before a holy God, receiving in gratefulness the sacrificial death of His Son, and suppress our selfish and carnal desires, we give place to the Holy Spirit to arise in us—not passively, but actively! For, as we acknowledge Him by faith, He does--gracing us with the ministry of His very real presence! This was the focal point of Jesus' last message just before He was taken to be crucified.
"If you love Me, keep My commandments. And I will pray the Father, and He will give you another Helper, that He may abide with you forever — the Spirit of truth, whom the world cannot receive, because it neither sees Him nor knows Him; but you know Him, for He dwells with you and will be in you....At that day you will know that I am in My Father, and you in Me, and I in you. He who has My commandments and keeps them, it is he who loves Me. And he who loves Me will be loved by My Father, and I will love him and manifest Myself to him."
(John 14:15-21)
The Holy Spirit in fact became this reality—just as Jesus said He would—in Acts 2. He still manifests His presence to those who earnestly follow God's Word and rely on Him to do so. It is the presence of the Holy Spirit that revives us--and brings revival in our midst.
